04.06.05 About meeting of the Council of Ministers of Foreign Affaires of the SCO member states

Struggling against new challenges and threats was the main topic of the meeting of the Council of Ministers of Foreign Affaires of the SCO member states held in the capital city of the Republic of Kazakhstan, Astana, under the chairmanship of Kazakhstan part.

Ministers of Foreign Affaires of the SCO member states of the Republic of Kazakhstan, the People’s Republic of China, Kyrgyz Republic, Russian Federation, the Republic of Tajikistan and the Republic of Uzbekistan took part in the CMFA meeting.

There were the SCO Executive Secretary, Zhang Deguang, the Director of the EC RATS SCO, V.T.Kasymov, and Minister of Foreign Affaires of Mongolia, Tsend Munh-Orgil, as an observer in it.

A number of actual problems of deepening regional cooperation, prospect of development of the Organization, questions of preparing session of the Council of the Heads of the SCO member states in the early July, 2005, in Astana was considered at the session.

The arrangement about including on the forthcoming SCO Summit a question upon signing an Agreement between the governments of the participant countries on rendering mutual aid at liquidation of extreme situations was reached.

A number of the important documents was prepared which is brought for ratification at the Summit of the Head of the countries.

The wide spectra of questions about the SCO activity with special accent on problems of strengthening potential of the Organization in counteracting to new challenges and threats of stability and security in the space of the SCO were also discussed at the session.

The heads of foreign policy departments ascertained that significant and productive work on further strengthening the Organization, expansion of practical interaction in political, economic and humanitarian spheres, in counteracting to challenges and threats of safety and stability in region had been done for a year after the SCO Summit in Tashkent in June, 2004. It was noted that forthcoming high level meeting would call for giving additional impulse to this work.

Participation of the representatives of the Organization as observers on presidential and parliamentary elections in the member states was noted as a new important element in the SCO activity. The head of foreign policy departments agreed that the SCO Secretary would prepare a special document regulating such a work within the frame of the Shanghai Cooperation Organization in the near future.

Due to the improvement of the SCO international contacts ministers emphasized the importance of developing interaction with the United Nations, realizing the Memorandums of mutual understanding of SCO – ASEAN and SCO-CIS signed recently.

Confirming the openness of the Shanghai Cooperation Organization, participants of the session welcomed intention of Pakistan, Iran and India to achieve the status of the observer of the SCO.

Ministers standing for support of rational and necessary reforms of the United Nations aimed at increasing the efficiency and authority of this organization noted that at carrying out reforms it was important to adhere to wide consent as much as possible, not to impose time frameworks for the sake of reforming the United Nations and also voting under projects on which essential contradictions were kept.

During considering the important and actual international issues were noted that the SCO had stood and stood for mutual respect of the states, their sovereignty and equality, the right of people to choose own ways of development in order to build fair and rational international order.
