There is a threat to various countries and regions of the world still coming from international terrorism. Adapting to new realities, it modifies tactics, forms and methods of its actions.

Nowadays the basic describing moment of terrorist activity is activization of the regional and local terrorist organizations, formally not submitting to known «Al-Qaida» leaders, but, guided by their orders, using their bases for training insurgents.

The concrete definition of political aims of terrorist groupings is also noticed at the present stage. Slogans about creating «the world Caliphate» are more often supplemented with concrete demands of withdrawing coalition antiterrorist forces from Afghanistan, maintaining the rights and freedom of the Muslim population living outside of the Islamic world, releasing prisoners involved in acts of terrorism.

Especial threat to the world community is tendency of carrying out by extremists more and more scale actions with powerful frightening effect, thus, skillfully exploiting the world mass-media.

Unfortunately, it is shown in last events in Andijan area of the Republic of Uzbekistan when practically the majority of mass-media informed about alleged shootings at peaceful demonstrators, violation of human rights by the Government of the country. On the other hand, information about illegal border crossing by the religious extremist’s organization of «Hizb-ut-Tahrir» was kept in silence under unclear reasons. It has also «forgotten» to inform about attack on patrol unit of the regional Department of Ministry of Internal Affairs and unit of the Ministry of Defence of Uzbekistan where the significant amount of the weapon and an ammunition, as well as some military personal as hostages were seized. Then bandits attacked a prison releasing prisoners many of whom were members of religious-extremist organization of «Hizb-ut-Tahrir» and «Acromiy». Subsequently, extremists took practically unprotected facility of the regional hokimiyat and made an attempt to capture buildings of the regional Department of the Ministry of Internal Affairs and regional Department of National Security Service. After carrying out some special actions by competent services of the republic, the part of insurgents being covered with hostages crossed the territory of Djalalabad area of the Kyrghyz Republic presented themselves to mass-media as refugees.

Such kind information organized and coordinated by the certain centers is inherently pressure upon the governmental structures of Uzbekistan which take corresponding actions on normalizing the situation in the country and suppressing the actions of terrorists, separatists and extremists. Practically, mass-media which distorted the events in Uzbekistan on May protected the terrorist and extremist organizations who attempted to seize the power in the Republic of Uzbekistan.

The preliminary report of Organization for Security and Cooperation in Europe upon the Andijan events published in Internet makes special surprise in which without any concrete proves it mentions about alleged shootings by the governmental forces at peace inhabitants and etc. At the same time, the «report» does not say anything about weapon, ammunition captured by «peaceful businessmen», about killed members of law enforcement bodies, assault of buildings of the Department of Ministry of Internal Affairs and the regional Department of National Security Service by storm and etc.

The Executive Committee of the RATS SCO having authentic information about the events in the Andijan area completely shares the point of view of authorities of Uzbekistan upon happened events on May 13, 2005. It confirms the data about victims during the acts of terrorism and the provoked mass disorders in Andijan presented by law enforcement bodies. It considers that operation on suppression of criminal activities of bandits and terrorist formations in the Andijan area is successfully carried out by forces of Uzbekistan.

Nowadays the group of representatives from diplomatic corps accredited in the Republic of Uzbekistan works in the country which constantly monitors a course of investigation of events in Andijan. In the near future the open legal trial concerning indicated events will be held where representatives of the various international organizations will be able to take part.
