Summit of the Heads of the SCO member states in Astana
Tashkent Summit of the Heads of the SCO member states taken place on June 17, 2004, was an important stage in activity of the Organization. The SCO has turned into an effective organization since that period, and the work done proves its high authority and huge potential. One of the major directions of the SCO activity is providing international security by wide using capability of the RATS SCO in the indicated direction. Today international terrorism gets all new, more subtle forms. In particular, danger of using nuclear, biological, chemical and electronic terror increases. Indissoluble nexus of terrorism and drug trafficking has been revealed. All these threats testify to necessity of strengthening joint actions within the frame of the SCO. In this regard, formation of the Executive Committee of the RATS SCO created favorable conditions for regional cooperation in providing peace and stability. On July 5 of this year, the 10th Summit of the Heads of the SCO member states was held in the capital city of Kazakhstan – Astana. The Heads of the SCO member states - Kazakhstan, China, Kyrgyzstan, Russia, Tajikistan and Uzbekistan - took part in its work. Kyrgyzstan was represented by acting President of Kyrgyz Republic, Kurmanbek Bakiev. Leaders of the SCO permanent operating bodies - Executive Secretary, Zhang Deguang, and the Director of Executive Committee of the RATS, Kasymov V.T., the President of Mongolia, Nambarin Enkhbyar, who has status of the SCO observer and official representatives of India, Iran and Pakistan also participated in the Summit. By their request a decision on granting status of the SCO observers to these countries was taken at the Summit. The Heads of the SCO member states discussed the issues of developing trade and economic and investment cooperation, strengthening joint efforts in fighting with terrorism, separatism and extremism. Under results of the Summit the Heads of the SCO member states signed a number of the important documents. In particular, the Declaration of the Heads of the SCO member states was signed, the Concept of cooperation of the SCO member states in struggling against terrorism, separatism and extremism, Regulations about permanent representatives of the SCO countries at the Regional Anti-Terrorist Structure, Report of the Council of the Regional Anti-Terrorist Structure of the Shanghai Cooperation Organization to the Council of the Heads of member states of the Shanghai Cooperation Organization upon the activities of the Regional Anti-Terrorist Structure of the Shanghai Cooperation Organization in 2004 and etc. were accepted. The Declaration suggests that participants of the antiterrorist Coalition in Afghanistan should define the final timeframe for using military bases located in the territories of the SCO member states. New arrangements on increasing the SCO potential in counteraction to challenges and threats of XXI century, providing security in Central-Asian region were fortified at the Summit. From the point of necessity to maintain a constitutional order and to preserve developing internal political processes in a legal way and without external intervention, Council of the Heads of the SCO member states paid special attention to the situation in Central Asia including the last events in a number of the states of the region. This Summit gave a serious impulse to forward development of economic cooperation of member states, expansion of humanitarian component of their interaction. The Summit in Astana was the new event testifying to significant expansion of geopolitical space of the SCO as a whole. |
